The article substantiates the use of design thinking in
the management of modern cluster hospitals in Ukraine. The
relevance of the topic is determined by the transformation of
the hospital network, the growing role of cluster hospitals in
providing specialized care, wartime restrictions, staff overload, unequal access to services and the need to improve the patient
experience without losing economic and organizational stability.
Design thinking is considered not as a decorative or purely
creative method, but as a managerial approach that helps hospital
leaders identify real problems of patients, relatives, medical staff,
administrators and communities before implementing reforms or
investing in new processes. The paper focuses on the application
of empathy, problem definition, generation of alternatives,
prototyping, testing and scaling in the context of patient routes,
admission departments, rehabilitation, mental health services,
digital communication, referral pathways and interdepartmental
coordination. Special attention is paid to the possibility of testing
state-level reforms within one hospital cluster before their national
dissemination. Such a pilot logic allows managers and policy
makers to observe the real patient journey, reveal organizational
gaps, compare alternative service models, assess risks, adjust
regulations and only then scale the solution to other clusters. The
article discusses Ukrainian and international research on design
thinking, people-centred care, healthcare management and
capable hospital networks. It emphasizes that cluster hospitals
need instruments that connect medical quality, social accessibility,
staff readiness, digital data, procurement decisions and economic
efficiency. The proposed interpretation of design thinking may
be useful for healthcare managers, local authorities and health
departments when preparing service innovations and balanced
managerial decisions in the hospital network. The approach is
especially important when a reform affects many stakeholders and
cannot be fully evaluated only through administrative indicators. By
using design thinking, a cluster hospital can become a controlled
environment for testing patient-centred changes, measuring
medical-social and economic effects, and creating evidence for
further policy decisions.
