Система стратегічного управління у галузі охорони здоров’я

Abstract

Система стратегічного управління у галузі охорони здоров’я під час свого формування знаходилася під впливом як загальних управлінських тенденцій та концепцій, так і чинників внутрішньогалузевого управління. А отже необхідною умовою для її формування є обґрунтування необхідного методичного підґрунтя. Метою статті є дослідження методів стратегічного управління у галузі охорони здоров’я для розвитку національної галузі. У процесі дослідження використані матеріали власних досліджень, а також окремі наукові публікації національних та іноземних авторів щодо методів та інструментів стратегічного управління. Автором були використані такі наукові методи, як морфологічного аналізу, аналізу і синтезу, емпіричний підхід. У статті проаналізовано етапи формування та еволюції різних теорій, наукових шкіл, моделей і концепцій стратегічного управління у галузі охорони здоров’я. Досліджено теоретичні засади використання наступних концепції стратегічного управління, зокрема Business Performance Management – BPM; Balanced Scorecard – BSС; Enterprise Performance Management – EPM, в галузі охорони здоров’я. Запропоновано методологію стратегічного управління у галузі охорони здоров’я. Досліджено групи факторів, які впливаю на процес вибору методів стратегічного управління у галузі охорони здоров’я. Автором обґрунтовується необхідність поєднання системного і ситуаційного підходів, що спрямовано на підвищення ефективності та результативності стратегічного управління у галузі охорони здоров’я на основі аналізу відповідних чинників та індикаторів, які характеризують функціональне середовище галузі охорони здоров’я.

The system of strategic management in the field of health care during its formation was influenced by both general management trends and concepts, as well as factors of intra-industry management. Therefore, a necessary condition for its formation is the substantiation of the necessary methodological basis. The aim of the article is to study the methods of strategic management in the field of health care for the development of the national industry. In the course of research the materials of own researches, and also separate scientific publications of national and foreign authors concerning methods and tools of strategic management are used. The author used such scientific methods as morphological analysis, analysis and synthesis, empirical approach. The article analyzes the stages of formation and evolution of various theories, scientific schools, models and concepts of strategic management in the field of health care. Theoretical bases of use of the following concepts of strategic management, in particular Business Performance Management - BPM are investigated; Balanced Scorecard - BSC; Enterprise Performance Management - EPM, in the field of healthcare. The methodology of strategic management in the field of health care is offered. The groups of factors that influence the process of choosing methods of strategic management in the field of health care are studied. author substantiates the need to combine systemic and situational approaches aimed at improving the efficiency and effectiveness of strategic management in the field of health care based on the analysis of relevant factors and indicators that characterize the functional environment of the health care system.
