Аналіз організації медичного забезпечення, безповоротних та санітарних втрат військових під час проведення АТО у 2014-2015 рр.

Abstract

В статті наведено аналіз організації медичного забезпечення та санітарних втрат військових України в антитерористичній операції на Південному Сході України в 2014-2015рр. Розглянуті питання особливостей сучасної структури санітарних втрат: перевага поранень травматологічного профілю, множинних, поєднаних і комбінованих уражень. Розглянуті пропозиції з удосконаленням системи медичного забезпечення Збройних Сил України в антитерористичній операції, які були направлені на вдосконалення лікувально-евакуаційних заходів на той час.

Introduction. Since the beginning of the antiterrorist operation on the territory of Donetsk and Luhansk regions in 2014-2015. the medical service of the Armed Forces of Ukraine faced massive medical losses and the practical implementation of measures of medical and evacuation support. The purpose of the study was to organize, analyze the size and structure of the sanitary losses of the personnel of the Armed Forces Group during the ATO in the South-East of Ukraine and their impact on the organization of medical support of military units (units) and units in application. Materials and methods of research. The analysis of scientific publications on the organization of medical support of military units (joints) during wartime; data of the expert survey of health care specialists regarding the expediency of organization of medical support of military units (joints) that performed tasks in the ATO zone; studied the current documentation of the Central Military Medical Department of the Armed Forces of Ukraine, the Military Medical Department of the Ministry of Defense of Ukraine, the daily reports of the WTCC on the movement of the wounded and the loading of departments, the incoming flow of wounded to the CIA and report on their subsequent evacuation. During the study, comparative analysis, expert survey, systematic approach, statistical analysis were used. Conclusions: The analysis of the incoming flow of sanitary losses that came to military medical institutions from the ATO reveals a significant proportion of multiple, combined injuries (45-52% of all health losses). There is a dependence of the ratio of sanitary and irreversible losses on improvement and improvement of the medical care system of the Armed Forces of Ukraine in 2015. Taking into account the absence of guidance documents in the Armed Forces, the calculation of sanitary losses by anatomical localization requires clarification and introduction of criteria for the calculation of statistical data on the limiting anatomical sites of wounds and the adoption of a single accountable classification of injuries.

В статье приведен анализ организации медицинского обеспечения и санитарных потер военных Украины в антитеррористической операции на Юго-Встоке Украины в 2014-2015гг. Рассмотрены вопросы особенностей современной структуры санитарных потерь: преимущество ранений травматологического профиля, множественных, сочетанных и комбинированных поражений. Рассмотрены предложения по совершенствованию системы медицинского обеспечения Вооруженных Сил Украины в антитеррористической операции, которые были направлены на совершенствование лечебно-эвакуационных мероприятий в то время.
