This section examines the role of the World Health Organization’s "Health for All" policy as a tool for ensuring sustainable public health development in Ukraine amidst healthcare system reforms and contemporary wartime challenges. It explores the evolution of the "Health for All" concept, its core principles, and the mechanisms for integrating WHO’s international approaches into the national healthcare system. The study analyzes the regulatory and organizational transformations associated with the implementation of medical reform, the development of the public health system, and the establishment of new institutional governance mechanisms. The effectiveness of implementing WHO policy principles in Ukraine is assessed based on demographic and epidemiological indicators. Significant regional, gender, and socioeconomic health inequalities are identified, alongside a high burden of non-communicable diseases and substantial challenges in controlling HIV and tuberculosis. The analysis determines that the full-scale war has caused extensive damage to medical infrastructure, heightened public health risks, and complicated the achievement of sustainable development goals. At the same time, it is demonstrated that the reforms undertaken have enhanced the healthcare system's resilience and its capacity to adapt to crisis conditions. Strategic priorities for post-war recovery are outlined, including the development of preventive care, the strengthening of the public health system, the reduction of health inequalities, and the integration of "Health in All Policies" principles. The results obtained confirm the importance of further implementing the WHO "Health for All" policy as a foundation for building a resilient and effective public health system in Ukraine.
