Набуття почесного громадянства у ХІХ столітті: випадки з практики одеситів

Abstract

This article presents the results of a study on the acquisition of honored citizenship as a distinct social estate in the Russian Empire during the 19th century, based on the cases of specific residents of the city of Odesa. The aim of the study is to analyze the legal, socio-economic, and administrative dimensions of this process. It explores the conditions for admission to honored citizenship, illustrates the bureaucratic procedures involved in correspondence with local authorities, and identifies the social, ethnic, professional, and economic characteristics of Odesans who obtained this status. The source base of the research includes published legislative acts and materials from the State Archive of the Odesa Region. The study concludes that acquiring honored citizenship served as a form of social mobility, provided the applicant met legal requirements related to economic activity (membership in the first and/or second merchant guilds), educational attainment (graduation from certain educational institutions), professional qualifications, and civic engagement. The heterogeneous social backgrounds of applicants influenced the variability of administrative procedures for collecting the required supporting documents. Obtaining certificates and official statements typically involved correspondence with local administrative bodies — such as the Odesa City Governor, the Chancellery of the Governor-General of Novorossiya and Bessarabia — and subsequently with the city council, the police, the magistrate, and other offices. Legal ambiguity concerning the eligibility of Jewish individuals for honored citizenship often resulted in discriminatory practices based on ethnicity. Personalized data from archival sources regarding specific Odesa residents who applied for honored citizenship allow for a detailed examination of the mechanisms of social mobility within the urban environment.

У статті представлено результати дослідження процесу набуття почесного громадянства як окремого стану в Російській імперії ХІХ століття на прикладі конкретних мешканців м. Одеса. З метою аналізу правових, соціально-економічних та адміністративних аспектів цього процесу розглянуто умови зарахування до почесного громадянства, проілюстровано процедуру листування з місцевими органами влади, ідентифіковано соціальні, національні, професійні та економічні характеристики одеситів, які отримували цей статус. Джерельну базу дослідження становлять опубліковані законодавчі акти та матеріали Державного архіву Одеської області. Зроблено висновок, що набуття почесного громадянства виступало своєрідним соціальним ліфтом за наявності визначених законом умов: відповідного рівня економічної активності (перебування в 1-й та/або 2-й купецьких гільдіях), освітнього рівня (закінчення визначених навчальних закладів), професійної кваліфікації й суспільної активності. Неоднорідність соціального походження претендентів зумовлювала варіативність адміністративних процедур зі збору підтверджуючих документів. Отримання довідок і свідоцтв відбувалося шляхом листування з місцевими органами влади — одеським градоначальником, канцелярією Новоросійського і Бессарабського генерал-губернатора, а далі — з міською думою, поліцією, магістратом тощо. Певна невизначеність законодавчих норм щодо надання почесного громадянства євреям на практиці призводила до випадків дискримінації за етнічною ознакою. Персоніфіковані відомості з архівних документів про конкретних одеситів, які претендували на почесне громадянство, дали змогу простежити механізми соціальної мобільності в міському середовищі.
