Удосконалення організаційно-економічного механізму формування регіональної системи продовольчого забезпечення

Abstract

У статті досліджується фактичний стан та напрямки удосконалення організаційно-економічного механізму формування регіональної системи продовольчого забезпечення. Встановлено, що мульти-комплекс заходів формування системи продовольчого забезпечення повинен базуватися на елементах податкового регулювання з використанням цільового субсидування та пільгового кредитування. Ефективно потрібно використовувати товарні та закупівельні інтервенції з вдосконаленням системи стандартизації та сертифікації. Стимулювання інвестиційно-інноваційного розвитку повинно відбуватися з наданням преференцій, податкових канікул з зниженням загальної ставки оподаткування. Доведено, що паралельно з використанням дослідженого мульти-комплексу доречно здійснити вплив на зростання доходів населення через збільшення рівня регіональної заробітної плати, запровадження соціальних виплат і допомоги населенню локального спрямування на задоволення потреб в споживанні продовольчих товарів. Потрібно здійснювати прозорі механізми ліцензування регіональних суб’єктів експортно-імпортної діяльності. Мульти-комплекс заходів формування системи продовольчого забезпечення також повинен базуватися на елементах податкового регулювання з використанням цільового субсидування та пільгового кредитування. Стимулювання інвестиційно-інноваційного розвитку повинно відбуватися з наданням преференцій, податкових канікул з зниженням загальної ставки оподаткування.

The subject of research is theoretical, methodological and applied aspects and mechanisms of formation of the regional food security system. The purpose of this article is to research of directions of improvement of the organizational and economic mechanism of formation of the regional system of food supply. The methodological basis of the study is an economic theory, scientific works of domestic scientists on the problems of improving the organizational and economic mechanism of formation of the regional food supply system. The following methods were used in the research process: monographic, scientific abstraction, observation, time series, averages, induction, etc. Results. The article examines the actual state and directions of improvement of the organizational and economic mechanism of formation of the regional food supply system. It is established that the multi-set of measures for the formation of the food supply system should be based on elements of tax regulation with the use of targeted subsidies and soft loans. Commodity and procurement interventions need to be used effectively to improve the standardization and certification system. Stimulation of investment and innovation development should take place with the provision of preferences, tax holidays with a reduction in the overall tax rate. In parallel with the use of the studied multi-complex, it is appropriate to influence the growth of household incomes by increasing the level of regional wages, the introduction of social benefits and assistance to the local population to meet the needs of food consumption. Transparent licensing mechanisms for regional export-import entities need to be implemented. The use of export-import levers to influence the economy of enterprises through quotas and embargoes, especially on the supply of food and agricultural raw materials. Regulate the level of food security by restricting product quality. Use the maximum level of export subsidies and credits. The multi-set of measures for the formation of the food supply system should also be based on elements of tax regulation with the use of targeted subsidies and concessional lending. Scope of results. The practical significance of the research results lies in the possibility of using theoretical and methodological provisions and practical recommendations for improving the organizational and economic mechanism of food security at the regional level.
