The purpose of the work is to substantiate
the reasonability and necessity of ensuring the readiness of the Armed Forces of Ukraine forces and
the relevant units to perform combat operations in these conditions, and the State Emergency Service
of Ukraine, executive authorities and self-government bodies to create conditions to ensure
populations’ minimal damage. The study used materials from the experience of civil and medical
protection when using nuclear munitions in combat conditions, regulatory documents and scientific
publications. Bibliographic and analytical methods and the method of system analysis were applied.
The algorithm for using means of combined-arms, civil and medical protection of military personnel
and the population in case of nuclear weapons threat and use in military conditions was studied.
Taking into account the non-exclusive possibility of both tactical and strategic nuclear weapons by
the Armed Forces of the Russian Federation use, there is an urgent need to ensure the readiness of
Armed Forces of Ukraine forces and the relevant units to perform combat operations in these
conditions, and the State Emergency Service of Ukraine, executive authorities and local governments
to create conditions to ensure minimal damage to the population. Undoubted implementation of the
algorithm of actions in the event of nuclear weapons threat and use by population and units of
emergency medical care and disaster medicine, the subsystem of medical protection in the Unified
State System of Civil Protection on a territorial basis, within a single medical space ensures success
in preserving the life and health of the civilian population.
Мета роботи - обґрунтувати
доцільність і необхідність забезпечення готовності сил і засобів відповідних підрозділів
Збройних сил України до ведення бойових дій в цих умовах, а Державної служби України з
надзвичайних ситуацій, органів виконавчої влади та самоврядування до створення умов щодо
забезпечення мінімального ураження населення. У дослідженні використані матеріали досвіду
цивільного та медичного захисту при застосуванні ядерних боєприпасів в бойових умовах,
нормативно-правові документи, наукові публікації. Застосовані бібліографічний і аналітичний
методи та метод системного аналізу. Досліджений алгоритм застосування засобів
загальновійськового, цивільного та медичного захисту особового складу військ та населення
при загрозі та застосуванні ядерної зброї в умовах війни. Враховуючи невиключну
можливість застосування збройними силами РФ як тактичної так стратегічної ядерної зброї
виникає нагальна необхідність забезпечення готовності сил і засобів відповідних підрозділів
Збройних сил України до ведення бойових дій в цих умовах, а Державної служби України з
надзвичайних ситуацій, органів виконавчої влади та самоврядування до створення умов щодо
забезпечення мінімального ураження населення. Безперечне виконання алгоритму дій при
загрозі та застосуванні ядерної зброї населенням і підрозділами екстреної медичної допомоги
та медицини катастроф, підсистеми медичного захисту в Єдиній державній системі
цивільного захисту за територіальним принципом, в межах єдиного медичного простору
забезпечує успіх у збереженні життя та здоров’я мирного населення.
