dc.description.abstract Modern national policy in the field of higher education should be aimed at quickly overcoming existing differences in educational standards in the EU and Ukraine. These standards should include both clearly defined goals of higher education reform (HER) and ways to achieve them, i.e. educational and pedagogical technologies (EPT). The difficult times of the COVID-19 pandemic in 2020–2021 and the tragic consequences of the war with the Russian Federation have brought and continue to cause colossal destruction to the resources of the domestic educational system: hundreds of schools, university buildings, research centres, clinics, and the infrastructure of many settlements and cities have been destroyed. There are numerous loss of life. en
