У статті зроблено аналіз стратегічно важливих документів, що
формують державну політику України у сфері охорони здоров’я: Стратегія
сталого розвитку України до 2030 року, Концепція Загальнодержавної
програми «Здоров'я 2020: український вимір», Стратегія економічної безпеки
України на період до 2025 року, Концепція розвитку системи громадського
здоров’я, Національна економічна стратегія на період до 2030 року,
Національна стратегія у сфері прав людини, Стратегія забезпечення біологічної
безпеки та біологічного захисту за принципом “єдине здоров’я” на період до
2025 року, Стратегія розвитку імунопрофілактики та захисту населення від
інфекційних хвороб, яким можна запобігти шляхом проведення
імунопрофілактики, на період до 2022 року, Державна стратегія у сфері
протидії ВІЛ-інфекції/СНІДу, туберкульозу та вірусним гепатитам на період до
2030 року. Проаналізована законодавча база формує основні цілі та завдання
розвитку системи охорони здоров’я в довгостроковій перспективі. Метою статті
є визначення напрямів, які потребують трансформації у сфері охорони здоров’я
в умовах пандемії COVID-19 та військових дій в Україні. Доведено, що
пандемічні явища та воєнний стан в Україні стали факторами, які змінюють
поточні завдання та впливають на стратегічні пріоритети для системи охорони
здоров’я. На основі реалізації завдань за цілями сталого розвитку та головних
завдань Всесвітньої організації охорони здоров’я, сформовано пріоритети
розвитку системи охорони здоров’я на міжнародному рівні. Визначено основні
напрями розвитку в умовах пандемії COVID-19 для України: медична реформа,
громадське здоров’я, спеціалізована медицина, доступні та якісні лікарські
засоби, розвиток електронних сервісів. Також, проведений аналіз національної
законодавчої бази надав змогу визначити необхідність у трансформації
пріоритетів розвитку системи охорони здоров’я України в умовах воєнного
стану.
The article analyzes the strategically important documents that shape
the government policy of Ukraine in the field of health care: Strategy for Sustainable
Development of Ukraine until 2030, the Concept of the National Program “Health
2020: Ukrainian Dimension”, Economic Security Strategy of Ukraine for the period
before 2025, Concept for the Development of the Public Health System, National
Economic Strategy until 2030, National Strategy for Human Rights, Strategy for
Ensuring Biosafety and Biological Protection on the Principle of “Single Health” for
the Period until 2025, Development Strategy Immunoprophylaxis and protection of
the population from infectious diseases that can be prevented by carrying out
immunoprophylaxis for the period up to 2022, the Government Strategy in the field
of combating HIV / AIDS, tuberculosis and viral hepatitis for the period up to 2030.
The analyzed legal framework forms the main goals and objectives of the health care
system development in the long run. The aim of the article is to identify areas that
need to be transformed in the field of health care in the context of the COVID-19
pandemic and military action in Ukraine. It has been proven that pandemics and
martial law in Ukraine have become factors that change current challenges and affect
strategic priorities for the health care system. Based on the implementation of tasks
for sustainable development and the main tasks of the World Health Organization, the
priorities for the development of the health care system at the international level have
been formed. The main directions of development in the COVID-19 pandemic for
Ukraine have been identified: medical reform, public health, specialized medicine,
affordable and high-quality medicines, development of electronic services. Also, the
analysis of the national legal framework made it possible to determine the need to
transform the priorities of the health care system of Ukraine under martial law.
