Сучасні тенденції розвитку системи охорони здоров’я в Україні: порівняльний аналіз

Abstract

У статті досліджено проблему сучасного розвитку системи охорони здоров’я україни та надано порівняльний аналіз моделей управління та фінансування охорони здоров’я у світі. проаналізовано сучасні тенденції розвитку національної системи охорони здоров’я порівняно із системами охорони здоров’я провідних країн світу. досліджено основні цілі та завдання системи охорони здоров’я. класифіковано основні моделі управління та фінансові моделі у сфері охорони здоров’я. дано загальну характеристику цих моделей із перевагами та недоліками; досліджено спільні риси та відмінності. визначено ключові питання та завдання вдосконалення охорони здоров’я у рамках концепції розвитку національної системи охорони здоров’я.

Ukrainian society is characterized by the economic transformational processes, acceleration in political processes, and also reforming the social sphere, which key element is the national healthcare system. Today reformation, and in fact creation of the new healthcare system, which must take the lead among the main priorities of state policy, is urgent. The main goal of this paper is to analysis current trends of development of the national healthcare system in comparison with healthcare systems of the leading countries. This study combines economic and managerial analysis of the management and financial models of healthcare systems. In this study complex of the general scientific and special research methods were used to achieve the goal of the study. The method of historical and logical analysis of the literature was used. The structural analysis was used with purpose to research the expenditures for healthcare system. method of comparative analysis was used to study features, differences, advantages and disadvantages of the models of healthcare systems. method of summarization was used to make a conclusion. Scientific works of national scientists in the sphere of healthcare economics and management, national and international legal documents were used as the informational basis for the conducted research. In the paper the issue of the modern development of Ukrainian health care is researched. Also, comparative analysis of the world models of healthcare systems management and financing is conducted. In the paper main management and financial models of healthcare are classified. General attributes of these models with their advantage and disadvantages are provided; general features and distinctions are researched. The key issues and tasks of healthcare improvement in the frames of Concept of national healthcare system development are defined.
